Apple bumper refund

Apple is now refunding me for the bumper I bought for my iPhone 4, without me having to do anything. That is good news.
Now question is: can I use iPhone 4 Case Program to get additional bumper?

Apple’s State of the art $100M antenna testing chamber uses Microsoft Windows XP. Notice the blue window and taskbar with min/max/X buttons on the right, as well as the lighter blue notification area on the bottom-right and the open windows on the bottom.
